Well, first of all, do you actually have hair that can do this style? If you don't, it won't matter what you do, it'll never work.

If you do have long, thick hair, use hot curlers. When they've cooled, turn your head upside down and shake; don't brush or comb. If the upside down trick makes it too fluffy, just take the curlers out, don't brush or comb, put into place with fingers.

Big curling iron, hold it in for 10 seconds each. Hairspray massively. I would also use a good conditioner before. Or you could always go get it done at a beauty school, it's REALLY cheap and it looks great!
